Pseudo-Random Number Generator calls to determine the type of event is non-random, and depends on the current state of the pRNG when the room is entered, which is affected by things like previous events. As such, the likelihood of any given type being picked is weighted related to previous event rooms. This is why fights are more likely - or, in some cases, guaranteed - to happen after a Shrine-type event, even if the likelihood is technically lower. !random for more info.
